Abstract

The article deals with the implementation of the cluster scenario of strategic development, which is focused on the development of priority sectors of the region's economy with the aim of intensifying the promotion of high-tech products and the implementation of the investment project.  The hypothesis of the study is to justify the need to assess the diverse impact of these factors on social and economic development, which in turn is a condition for effective strategic management of Russia's regions.  The aim of the work is to justify the role of human capital as an integral element of the strategy of cluster development of an innovative regional economy. 

Economic development is increasingly associated with the inclusion of the human factor as the main driving force of economic progress.  Innovative economy is a special type of economy based on the flow of innovation, on constant technological improvement, on the production and export of high-tech products with very high added value and the technologies themselves.  It is assumed that in this case, in the main, profit generates the intellect of innovators and scientists, the information sphere, and not material production (industrial economy) and not the concentration of finance (capital).  At the same time, in Russia, human capital as an innovation development factor is given little attention.  The main emphasis is put on the development of innovative infrastructure, the formation of effective institutions and increasing the effectiveness of the national innovation system.

 However, such a "technical" approach to the problems of the Russian economy and underestimation of the role of human capital can not provide the qualitative leap necessary for the sustainable development of the Russian economy and the transition to innovative development.  Thus, the main factors in the creation of an effective innovative economy are the system approach in the process of its implementation and the dominant role of human capital.  For all countries and regions, human capital plays a decisive role in increasing their competitiveness, in ensuring the improvement of quantitative and qualitative characteristics of functioning.  Human capital is a necessary independent factor, the foundation of economic growth.
